0. Overview
APCCIRN Chair, Kilnam Chon opened the meeting with the introduction
of the participants and review of the agenda [apccirn-036]. Minutes of
San Francisco APCCIRN meeting [apccirn-035], CCIRN meeting [apccirn-038], and
IEPG Meeting[apccirn-040] were reviewed.
Most agenda items were discussed in December 10 and concluded in December 11.
This minutes is recorded by work items.
1. APNIC
David Conrad reported APNIC midterm status [apnic-006].
A working definition for "Asia-Pacific" was discussed, and we agreed on the
following. The eastern boundary of AP is obvious, and the western boundary of
AP is Central Asia and Middle East. We agreed that the countries in RINSCA of
UNESCO/IIP Program are included in AP. If a country in the AP region wants to
change her membership between Asia-Pacific and Europe by some reason, she can
choose to do so.
The project team proposed that the APNIC pilot project will be done as a
distributed operation, separating its major functions into
registration/directory/database services and information services [apnic-007].
The motivation for this separation is two-fold: to alleviate funding problem
and promote collaboration of the NIC community in the AP region.
In June 1994, it is expected that the APNIC pilot project will generate
"criteria document" on the working experience of regional NIC's distributed
operation, describing how the task can be separated and how the interface
of subfunctions can be defined.
Information services will try to organize general information by providing
"national entry point" for various information servers as well as traditional
information service like resource guide, network map, statistics, etc.

APCCIRN agreed that APNIC pilot project team proceed with distributed
operations, and delegate 202 and 203 class C blocks from InterNIC for
the "superblock" allocation for CIDR'ization.
2. Internationalization/Localization
The following presentations were given:
Chinese (C.L. Chen)
Japanese (M. Ohta and N. Shigechika)
Korean (U.H. Choi)
Thai (Paper Presentation)
The mail encoding in PC-LAN differ from the Internet encoding scheme.
PC software vendors such as Microsoft, Lotus, Borland, and Novell need to be
invited to discuss mail exchanges between PC networks and the Internet in
local language. The meeting may be held at Interop Tokyo in July 1994 and/or
at IETF in March 1994.
[Action Item]
This group will generate an survey/report as a FYI/RFC document for
specific cases in AP region as well as developing softwares.
CAREN will cooperate with the group.
3. Commercial/General Service Providers
Following presentations were given:
HK Supernet (Hong Kong) by B. Coggeshall
ATT Jens (Japan) by T. Matsumoto
IIJ (Japan) by T. Asaba
Sprint (USA) by J. Sergio
ANS (USA) by G. Almes' paper submission (APCCIRN-039)
The question given is what shall APCCIRN coordinate for commercial service
providers. Bob Coggeshall pointed out that simply providing information on
what's going on in the AP region is important. APCCIRN is needed as a meeting
point in this area.
[Action Item]
(1) APCCIRN continues to include commercial service providers as its
members.
The role of APCCIRN is coordination and providing information.
(2) In 1994, by survey of service providers and government regulations,
a working model for AP region will be proposed. This model can be
used as a recommendation to governments in the AP region.
(3) B. Coggeshall was elected as a coordinator of this group.
4. GIX and Link Coordination
NSF will not permit transit traffic over NSFNET from the spring of 1994. Some
coordination is necessary between Asia-Pacific and other continents, in
particular Europe. Two approaches are possible - direct link to
Europe and connection to the GIX. GIX is basically for North America and
Europe. Another GIX somewhere in the Pacific needs to be discussed.
Currently there are three or more links to Europe:
(1) RWCnet: currently this is regarded as a private network
(2) KREONet-EC: first public link to Europe.
In 1994, this link will allow Korea-EC traffic only for
technical reasons. The link might be used for Asia-EC
connection after the test period.
(3) SINET/NACSIS: will pay for a T1 link between east and west coast
in the US in addition to the T1/E1 link to USA next spring.
Additionally, NACSIS has the link to UK for library access.
(4) India(TIFS-CERN) and China have links to Europe but these are
private links.
[Action Item]
Proposal of SIGLINK on link coordination was proposed and accepted.
The purpose of this group is to find efficient designs for AP international
connections. Jun Murai will coordinate this group. APEPG members are
encouraged to participate to the group. Tasks of this group include
(1) work as a part of Distributed GIX group
(2) work with NAP solutions
(3) study on CIX related issues
(4) work with common carriers:
- cable and satellite plan
- cost structure for AP countries
A draft proposal on "guideline for connection plan for AP countries" will be
generated by June 1994.
This group will continue to work in in both ways - NAP solution and
Distributed GIX. As for Distributed GIX, Guam can be one solution.
From Pacific countries, connection to Hawaii is 30% cheaper than to US west
coast. AP community need to communicate each other and send a representative
to IEPG.
5. Developing Countries
D. Narayan will join ap-develop and coordinate on Developing Countries(SIGDEV).
The purpose of SIGDEV is to coordinate efforts in assisting developing
countries for establishing connectivity. Missions include
- collect information on technical and financial resources that are
available for network development
- provide a clearing house for above information
- develop a strategic plan for providing technical assistance to
developer's countries
6. Country/Network/Project Reports
Brief status report of the following were given. Missing information will be
included in the country file.
TANET (Cheng Kiang Farn)
TANET upgraded its link to JvNCnet to 256Kbps in December 1992.
SEEDNET (Chein-Lin Chen)
SEEDNET is connected to TANET via ethernet, but packets are filtered,
enabling email be exchanged outside world only.
SINET (Shoichiro Asano)
SINET has a plan to upgrade its international link to
T1/E1 after April 1994. SINET will pay for T1 between the East and West
coasts
of the US. Non-commercial traffic in the AP region
will be allowed to go through this line. SINET may have a connection
to Mongolia in future.
JPNIC (Masaya Nakayama)
JPNIC has a plan to start geographic domain names.
WIDE (Suguru Yamaguchi)
WIDE is deploying OSPF2 for its backbone routing. Future efforts will
will be focused on IPng, IETF related experiments, mobile computing,
interoperability design with non internet protocols, and very high
speed networking.
CAREN (Devendra Narayan)
The Consortium of Asian Research and Educational Networks held
its third annual meeting in Taipei on the 9th. Dec. 1993. The link
between Seoul National University in Korea and the Science University
of Tokyo in Japan, has been upgraded to a 56 Kbps tcp/ip link from
Dec. 1st. 1993. Furthermore, a 56 Kbps tcp/ip link is planned between
the Beijing Institute of Chemical Technology, China and the Science
University of Tokyo in Japan. This link is likely to be in operation
by July, 1994. All the CAREN members (Japan, Korea and Taiwan) agreed
on the following long-term goals for CAREN :
(1) Promote research and educational networking within the Asian
countries. CAREN will try to provide technical and logistic
assistance to countries trying to set up new academic networks.
(2) Co-ordinate efforts in localization of networking tools and
other software and act as a clearing-house for information
from this region.
(3) CAREN would like to co-operate with APCCIRN so that unnecessary
duplicity of efforts can be avoided.
(4) CAREN will encourage and promote intra-Asian network links and also
promote future collaboration with European networking organizations.
Korea (Kilnam Chon)
Korea had a successful conference, KRNET in July 1993. The national
program for high-speed networking is being planned for implementation
starting in 1994.
IBM Japan (Takayasu Matsuzaki)
IBM Network Services Asia Pacific Headquarter will have a business
partnership with Advantis (headquarter in Tampa, Florida).
The services will start next year, including EDI and X.25 services
in AP region.
PACCOM(H. Ishida, D. Conrad)
TISN and New Zealand are upgrading links.
PNC (Kilnam Chon)
PNC had its first meeting in Honolulu in Jan. 1993, and will have the
second meeting in Hong Kong in 1994.1.17-18.
7. Organizational Issues (coordinator: K. Chon)
- Reorganization Plan
The current "APCCIRN/APEPG" is holding many roles for the AP region.
It interfaces with CCIRN, IEPG, NIC, ISOC, and the commercial world.
Funding in the range of 0.25 million and 0.5 million is necessary for APCCIRN/
APEPG activities including supports for APNIC
developing countries, and APCCIRN/APEPG Secretariat.
[Action Item]
APCCIRN will proceed for reorganization targeted for the summer 1994.
Membership charge will be done by countries but also by service
providers as appropriate.
New names are discussed. Candidates like APNCC, APCEN, APSIN, APNB,
CIAP, and ICAP were proposed.
Naming will be discussed at the next meeting time.
8. Asia-Europe Coordination
There are many issues to be discussed between Asia and Europe, and we never
had any bi-lateral discussion between them. The following meeting was proposed.

The joint meeting between Asia-Pacific and Europe with a small number of people
(3-5 persons from each community) during INET94 in Prague was proposed with
the meeting agenda including the following issues.
(1) Asia-EC direct link
(2) distributed GIX
(3) internationalization of the Internet
9. Related Meetings
INET'95 may be held in Singapore in June.
IETF of March 1995 will be held in Japan. This IETF meeting is the first one to
be held in Asia-Pacific, and active participation in the AP region is
expected. APCCIRN/APEPG welcomes IETF to be held in Asia Pacific, and APCCIRN/
APEPG recommends that IETF to be held in Japan, being organized by Jun Murai.
10. NetWorld+Interop94 Tokyo (1994.7.25-29)
- Overview
Toru Takahashi presented an overview of Interop Tokyo. This is a first
interoperability event in Asia, and will include tutorials, conferences,
and exhibitions. Interopnet will be operated as a shownet.
- Invitation Program
Invitation from AP countries will be done, primarily for persons from
non-profit organizations. About 10-20 persons will be invited.
Kilnam Chon proposed to support one person from each AP country since
the experience at Interop will be helpful for promotion of networking in the
AP countries. Please apply for the invitation by March 1994.
Two classes of support are possible: registration exemption and further
subsidiary. People from NICS will get registration exemption.
Further subsidiary might be needed for developing countries.
- Volunteer Program
This program is for running the big shownet. Housing, meal, air fare will
be provided to the volunteers. Labor fee will not be paid. 35 persons
are necessary in total, and 5-10 volunteers will be from Asia-Pacific.
The application for the volunteer program should be done by Feb. 1994.
- Session
There's a session of "Developing the Internet in Asia" chaired by Kilnam Chon.
Possible subjects are APNIC, low cost connectivity options, local language
support, link coordination/operation and so on.
11. Areas of work
Areas of Work[apccirn-027] is modified to reflect the discussion during the
meeting. See Appendix 3 for the revision.
12. Next Meeting
Next APCCIRN meeting will be held in 1994.6.17-18, right after the
INET'94 in Prague.
