Subject: issues for next apccirn meeting on developing countries
we may start serius discussion on what directions we may head in the coming
years on the issue of developing countries in asia-pacific.
one of the main issues would be project generation for regional development
(as a group) like the one in africa(RINAF) and latin america.
the second issue would be on UN activities such as Sustainable Development
Network(SDN) by UNDP, and WHO's plan as well as UNESCO's effort on
regional meetings.
i would like to see comprehensive report on the above issues at the coming
meetings as we don't know where to start in this region.
i would like to hear your opinion on the above and other relevant matters.

I think your offer is terrific!
You have, of course, identified the major obstacle to effective networking
-- getting the bits to the country's point of presence can be purchased
or donated, but establishing a sustainable presence/beachhead in the
country may be difficult.
We need initial equipment, software, an expert to set up the base station
and define and establish the first set of services -- probably dial-up
e-mail. While the cost of the equipment is not major, identifying the
expert, and more important, identifying the local counterpart personnel for
assistance and on-the-job training might be difficult. At the moment, the
Internet Society has no formal program of assisting implementation of such
links, although such assistance is clearly worthwhile and needed.
The one contact that has surfaced is Norbert Klein, from Randy Bush's
Gopher. I think I've seen this message already in this correspondence, but
at the risk of being redundant (and for the new folks being cc'ed) I'll

The current state: still a very limited connectivity rate,
due to the general situation of the country after more
than 20 years of war and international isolation. The
telephone system is part of the problem: poor line quality
in parts of the capital Phnom Penh, connection only to
four other provincial cities, and only by a satellite
supported cellular phone system.
At present there is one commercial e-mail provider with
internet connection (newsfeed subscription possible on
request, further services to come later).
There are also efforts under way to get a UUCP link (not
yet functional) into the Ministry of Agriculture, and two
NGO based systems started to work on a low profile basis
(as soon as I have more information, also on other plans,
I will send it).

In addition, we would welcome ISOC Workshop applications for the June 1995
workshop in Hawaii from one or more Cambodians so that we could give them
further training in a less isolated environment. I'm sure that the
workshop could at the very least partially fund such applicants if they wre
the right people, technically and institutionally, within Cambodia.
I will copy this message to several of my contacts in foundations and in
the UN system, to see if your generous offer might possibly spur them to
consider focusing on Cambodia anew, and to assist in making this connection
happen.
I'm not sure what to conclude from this at the moment. There seem to be
possibilities, but no closure.

George,
We are developing a model "turn-key" solution for
Internet providers such as PTTs, and those countries developing
domestic Internets. The solution has a fairly complex
arrangement of hardware, configuration, and routing components,
as well as including training and mid term support for the
customer country or ISP.
This has been successfully accomplished on one large project, and
we are using the model in additional projects now.
Of course, these type solutions do not come for free, and require
a major deployment of personnel dedicated to make the project
work.
In the case of Cambodia, Sprint should be able to assist with
determining models and requirements for the Cambodia side, but
will require external support to make the Cambodia side fully
self sufficient for the day-to-day management of their network.
Again, Sprint will be able to bring Internet to the user side of
the router, help with the technical details of the Cambodia network,
but will look for friends of the net to help for the long term.
Louis Eslami at Sprint in Reston (Eslami@sprintintl.sprint.com)
should be able to provide a model for what we think the Cambodia
side will require, based on our current experience.
