Subject: Report on APCCIRN Meeting in Japan

We had two meetings for Asia-Pacific community in Japan;
During CCIRN Meeting Tokyo 1992.6.11
During INET Kobe 1992.6.17
There are around fifteen participants(most of CCIRN/IEPG participants)
in the Tokyo meeting. It was decided that Kilnam Chon of KAIST to
be an acting chair to organize the first official APCCIRN meeting as
soon as possible.
As the consequence of the Tokyo meeting, I organized the lunch meeting
during INET. Fifty people from fourteen countries and UNESCO participated the
meeting. The agenda is as follows;

1. Terms of Reference
I proposed the draft Terms of Reference, which is based on EuroCCIRN Terms of
Reference. It was mostly agreed except the membership definition. Some
proposed to allow an individual membership, too.
2. Membership
The proposed Terms of Reference define the membership as national and
international networks, and their associations.
3. Meeting Schedule
I proposed two meetings per year; one during INET, and the other somewhere
in Asia-Pacific during winter. The following is the tentative schedule;
1992.7.15(during JWCC in Cheju, Korea) with telephone conferencing
to IETF participants in Boston
1992.12 Bangkok possibly with the UNESCO Workshop
(another choice is in February 1993)
1993.8 during INET
4. Areas of Work
I stated several areas as follows;
Developing Countries
Internationalization/Localization
Funding/Charging Model
Connections
others
We did not discuss on this matter at the meeting, and postponed to the next
meetings.
I requested to fill up the following information for each network/association;
1. Name of Network, Organization or Association
2. Contact Point for APCCIRN(policy)
3. Contact Point for APEPG(engineering)
I received the information from ten groups so far.
I explained regional meetings for 1992-1993 as follows;
JWCC 1992.7.14-16 Cheju, Korea
1993 Taipei
PACCOM 1992.8.16-20 Hawaii
UNESCO Workshop late fall Bangkok(?)
PNP 1993.1.15-16 or 21-22 Hawaii
Remark: As the follow-on activities, I plan to do the following in a month or
so.
Set up email list
Draft the Terms of Reference
Define members
Elect Chair
I plan to carry out most of the work over networks so that we can
minimize the meeting, and possibly eliminate the physical meeting
for the first official meeting this summer.
